Decentralized governance

The goal of governance is to remove all chain decisions from a centralized team at the Opentensor Foundation to a community, democratic process. The process will be completely on chain - and thus visible to all members of the community.

Steps for new proposals

Proposer

A curated group of 20 community members are appointed to propose ideas fro chain updates. If ohers have an idea, they can pitch to proposers.

Proposers take an idea and submit it on chain.

Triumvirate

The Triumvirate: a group of 3 members who vote on the proposal. They have 7 days to act on each proposal. 2 yes votes advance. No vote after 7 days: proposal dies.

Review

Voters: deduplicated union of Builders (16 top subnet owners) and Economic (16 top root validators). Overlap possible — ≤32 voters. Chosen automatically by the chain.

The review stage is 48 hours. There are 3 possible outcomes:

  • Fast Track:: 75% voting yes - immediately enacted
  • Rejection: 51% vote no - proposal is shot down
  • Apathy: After 2 days, the proposal is automatically enacted.

Enactment

If 75% approve, the code is immediately enacted on chain

If after 2 days, there are not enough votes to stop the proposal, the code is enacted on chain
